Susan Richards
Board Chair
Susan is a native of Uniontown, a small town in Southwestern Pennsylvania. She and her husband of 20 years, Shawn, are raising their 6 children in Ashland.
She is currently the Senior Services Specialist and Hanover DASH Manager for Hanover County. Susan is an active leader in the community serving as Planning Commissioner for the town of Ashland, and volunteering for a number of local organizations. Susan is a committed advocate for issues involving equity and diversity, as well as decent and fair housing. She is a graduate of the Circles Ashland program.
Susan received her Bachelor’s Degree in Sociology from Virginia Commonwealth University and her Associates in Business and Social Science from J. Sargeant Reynolds Community College. -

Kimberly Bell
Program Manager
Kimberly is a local Hanover County resident. She has a passion for reaching and helping underserved populations. She is certified in Mental Health First Aid, is a graduate of the Ashland Leadership Academy and has a bachelor’s degree in business from Virginia Tech. Kim comes to Circles with several years of experience in family services at Habitat for Humanity. She is responsible for leveraging community partnerships and coordinating program optimization.

Elissa Hamon
Administrative Assistant
Elissa Hamon has been part of the Circles Ashland community since its very beginning. She began supporting the organization at its inception in 2016 as a volunteer, later serving as a Board member, and now provides administrative support.
With more than 25 years of administrative and executive assistant experience, Elissa brings care, clarity, and consistency to the behind-the-scenes work that helps organizations function well. She believes that small details matter — that thoughtful communication, organization, and follow-through can create space for trust, dignity, and growth.
Raised in the nonprofit world, Elissa is deeply connected to work that brings people together and strengthens lives. An outgoing connector and lifelong word-lover, she values listening to stories, building relationships, and supporting the collective effort that moves a community forward.
